Don't know if there's a consulate there or not, but there is immigration. You can fly bkk-KL-langkawi (no direct flights), or you can take a ferry from Satun Thailand, to Langkawi as well.

I have a friend there and asked him to check if they could issue me with a Non O on the basis of marriage.

He called back about a month ago to say that they couldn't, but were hoping to be able to do so in the future.

I'm not sure what else they do/don't do there.

In the time the Thai consulate has been open on Langkawi, I've yet to notice anything posted here as to TV members being successful/unsuccessful obtaining visas there. Might be worth a shot just as a learning experience (if one really has time to kill) but I wouldn't go to Langkawi with any expectations.
