I like the Chinese place at the Novotel Hotel Square, pricey for Thailand, but a great variety of gourmet dim sum.

Also like the Chinese dim sum place at the Montien Resort, Pattaya.

Check the archives, this has already been covered. A few notables: MK restaurants if you go the right time of day are quite enjoyable as they rolls carts past the tables with a generous selection ready to go to choose from. Don't forget 7/11's are typically steaming dim sum if in a pinch. Of course there is China Town as well as fancier places. Dim sum can be found just about everywhere if you look.

Novotel Lotus does an "all you can eat" dim sum lunch in its Chinese restaurant. The waitresses bring a seemlingly endless supply of great dim sum until you can't eat any more.
