Work Permit Or B Visa For Myanmar Citizen?

Is it possible that Ministry of Labour or local Samut Prakarn Ministry of Labour refuses to issue B visa paperwork or Work Permit for a teacher with a Myanmar passport?

I have been told this by my school but cant believe it.

Any other nationalities banned or is this a furfy to cover another reason they may not want to hire this teacher?

In Yangon Thai Embasy she has been told she needs a letter of approval by Min of Labour Thailand with WP 3 form , do you know what this is?

She knows of Myanmar citizens working here, is it possible a teacher only ban?
