BANGKOK: -- A FORMER Pheu Thai MP yesterday criticised the National Council for Peace and Order (NCPO) for aborting several funds initiated by the Yingluck Shinawatra government, saying they were useful and even needed in case of emergency.

Kusumalwadee Sirikomut also accused the NCPO of planning to use money appropriated from these funds to buy new weapons, and asked how the public could be sure no kickbacks would be paid for such deals. She said the funds had been used to tackle past natural disasters when a specific budget is not available.

The NCPO has ordered a review of six schemes, many considered as populist policies under the supervision of the Secretariat of the Cabinet that were initiated by the then-ruling party. The NCPO later terminated a number of them while instructing that a few others be taken over by other agencies. The money left over would be handed over to the state-run Student Loan.

The Maha Sarakham MP cited a cut in an MP pension fund, that was reportedly initiated by the NCPO but not touched by it.

On the NCPO's order, the funds that will be discontinued immediately are: a Bt3-billion fund for community entrepreneurs; the SML (Small Medium and Large village) projects, for which Bt5.7 billion had been earmarked; and a fund for urban development, which has a budget of Bt1.25 billion.

A fund for women in communities, which has seen an accumulated budget of Bt2.4 billion, will be taken over by the Community Development Department under the Interior Ministry, while the Farmers' Council project, which has an unspent budget of Bt276 million, will be taken over by the Agriculture Ministry.

The NCPO has agreed to let the Village and Urban Community fund continue, which has incurred less than 10 per cent debt. This fund received a Bt26-billion budget this year, which has boosted the total assets under it to Bt3.4 billion.

I dont really know anything about these projects, but the pertinent point she makes is, who the hell is overseeing the budgets/procurement/expenditure of the NCPO? There is zero transparency, and i guess its probably illegal to even ask for information.

Well, we know the last govt was stealing billions.  That is under action.  Naturally, most of us are curious as to to who is minding the minders.  The worst case scenario based on performance of the generals & army so far would be only a tiny fraction of what PTP et all got away with. 

 

I am confident that accountability of the army cannot possibly be a constitutional exception to the very complete anti graft framework the general envisions.  It ould be a bit damned obvious, wouldn't it?

Makes me laugh, the only thing this old pt person mentions is a cut in the gravy train.

 

No mention, ever (repeat 3 times), of policy which would have some impact on gaining the capability and opportunities for large numbers of Thais to gain a good quality of life through their own productivity.

No political dissent permitted in Thailand. No criticism of the totalitarian military dictatorship allowed. This MP should cease this criticism and innuendo immediately. How dare he even imply that the military dictatorship would stop funds for useful programs and use that money for weapons. All acts by the military dictatorship are for the happiness of Thais. The former MP should know this by now.

Were these real funds established with budgets, agendas, and appropriate controls or "hide away slush funds" for the boys and girls to use? Guess we will never know.

 

Hopefully, some of the reforms to come will establish transparency and accountability that was missing before. We shall see.

Why do you care? There was NO transparency under the PTP government either, and I don't remember the PTP MPs or you whining about transparency then.

She could have made the criticism about her perks being garnished,

but to accuse the army of taking the money to buy more weapons in the same breath... 

and accuse them of graft before there is any chance to have happened, was likely a very foolish move.

 

Pretty clear there was a lot of smoke being spread in the article, when the only thing she cared about

was her own pension, the rest was thrown in for cover. Same shinola different day.

Is she saying that there was money available for national disasters or natural disasters? There is a difference, a natural disaster might be a typhoon, a national disaster might be a rice pledging scheme that led to farmers not being paid. It wouldn't be very nice of PTP to hold money back in a slush fund when it could have been used to prevent suicides. It is difficult to believe, because Yingluck was always smiling and talking very softly, obviously a fine person and a perfect example of "Thainess".

I, too found this comment a bit comical.  Being EX-PTP she would know all about "kickbacks".  It is almost like she is saying "It was ok for us to do it, but don't you dare try it !"

If I was the General I would investigate the living hell out of this stupid woman's financial gains while serving at the PTP trough.  clap2.gif

Why would he care? The PTP were never at fault and if the PTP were at fault they were still right and the blame must go to anyone else apart from them!

 

EC tell govt not to hold elections on 2 Feb because they will fail. PTP ignore them. Elections held and fail. Not the PTP fault.

IMF tell PTP to stop rice scheme otherwise it will fail. PTP ignore them. Rice scheme continues and fail. Not the PTP fault.

DEM's tell the PTP to stop amnesty otherwise it will fail. PTP ignore them. Amnesty continues and fails. Not the PTP fault.

Constitution tells the PTP to stop 2.2 trillion baht infrastructure loan. PTP ignore the constitution. Loan continues and fails. Not the PTP fault.

Transparency demands that water hearings be held and the public be involved. PTP ignore democracy. Water management continues and fails. Not the PTP fault.

 

Of course he wasn't winning before because the ministry of propaganda was too strong for him to resist.

 

Imagine if the Junta came up with the failed rice scheme. This guy would never shut up. 

Everything is the Junta's fault now....even the people in the south dying. Whos' s fault now?

You clearly don't know anything about politics and the current situation.

 

The Junta are merely re-shuffling and handing out orders, as well as administering the country and keeping the peace.

 

They are weeding out all the people we ALL have long suspected as being up to no good.

 

Everything is still being physically administered by ministries, provincial authorities, civil servants, etc etc etc.... The cheque books are not in the hands of the Junta. The cheques are still being signed by the rank and file that have always held those responsibilities.

 

The Junta is overseeing everything, and not handling a single baht personally....

 

Every order has been made as public and open as you can get, on live TV in fact, how much more transparent do you want it. Those charged with handling these orders are still under total scrutiny of the NACC and relevant anti corruption bodies.

 

If anything, since the coup, everything has been 100% transparent.

 

Just because some dopey PTP slapper stood up and criticised the Junta and pointed to weapons buying with the money drawn from these now held populist policies, then fails to back it up with facts just means one thing.... She is stupid and just trying to whip up BS distrust of the Junta, which will probably be her undoing.

 

Personally I hope they lock her up fr a month to reflect.
