PHUKET: When heavy raIns resulted in light flooding and heavy trafficat the junction in front of Central Festival Phuket on Saturday morning, officials opted to open the underpass to traffic temporarily, even though the pumping and electrical systems are not ready for operation.

Highways chief Samak Luadwonghat said that the systsms are about 50 per cent ready and are pending crutial electrical systems to be installed by the provincial electric authority.

He explained that the decicion to open up the underpass to traffic yesterday was to alivieate a heavy trafficlog jam at the junction that was caused by flooding on the road on top of the underpass

He noted that while some floodwater leaked into the underpass, it did not pose any real hazard to traffic and as soon as the initial log was cleared the underpass was closed.

Mr Somsak explained that the pumping system will have three pumps -- one main and two backups and an electrica backup system will also be implimented before the underpass is ready for official operation.

Most of the systems are in place but have yet to be brought online, he said

WOW - you have to wonder at the chaotic thinking by traffic managers (??), assuming there is any sort of traffic management procedure here in Phuket.

The earlier video posted here on Thaivisa just proves how unsafe it was for road traffic. Lots of hazards, construction materials, debris, etc, etc.
