Does a foreigner who is a Director of a Thai company that is essentially dormant pending a court case, need a work permit?

If that foreigner lived outside Thailand or signed the papers outside Thailand would the answer be different?

If the work permit is needed and has not yet been applied for is the foreigner in breach of the labour laws the moment he steps through immigration or not until he actually signs something?

A director needs a work permit.

If he doesn't sign any thing in Thailand and lives outside of Thailand a WP would not be necesarry.

He would be in breach of the labour laws when he actually works in Thailand, not when he enters Thailand. But simply giving directions to staff would already be working.
