first 2 lines seem to say why must male deceive female and likewise female deceive male.

but i don't quite get the next two lines.

Not sure it's a spelling mistake. I read it as: "to summarise the answer of ..."

อ.ป.ต. = อบรมประชาชนประจำตำบล (to train the people of the district)

อ.ป.ต normally is as AyG mentioned, abbreviation of หน่วยอบรมประชาชนประจำตำบล. It's a group of people who are training about Buddhism for the local community.

สรุปตอบคุณอ.ป.ต.ขา probably means something like "Please give me your conclusive answer, mr. [buddhist trainer]"

The last line means:

In the end, both [males&females] are equally losing.

The reason I haven't really bothered with this is because of the mindless rhetoric of the message.
