In terms of legality, no, the liquid has been illegal to sell for a while now (though not to possess so far as I'm aware) and they just made the devices illegal to import in the last couple of days (though again, not to possess). That said, lots of things are illegal and are still sold - sure someone from Samui will PM you if they know of a place.

I've travelled extensively from and to Thailand with vaporisers, always carried a cheap throwaway eGo type device in hand luggage with a coupe of prefilled clearomizers and kept my expensive one checked in just in case, never have they been looked at or pulled up from a scan. With the new rules though technically you'd be importing it by flying in with it.

Liquid has been available online in Thailand and from places like MBK and street stalls (though not especially cheap), and never had a problem importing it from Europe or China by post for the last couple of years, though strictly I think it should be seized.
