NLA to nominate no outsiders as CDC candidates

BANGKOK: -- National Legislative Assembly (NLA) will nominate five of its members as charter drafters, vice president of the NLA Surachai Liengboonlertchai, said Monday.

"No outsiders from NLA's quota will be selected," he stressed.

Surachai said the NLA will meet Tuesday to finalise the list of NLA members who want to apply to be a committee of the Constitution Drafting Committee (CDC).

According to the Provisional charter, the NLA will be able to nominate five candidates from its quota as CDC members.

He also said that CDC members should have political and governing experiences relevant to the task. In particular, they should have a background relating to public law and not have been a member of political parties.

You have to keep total control.... The great leader and his Lt-generals have a plan and they will let nobody outside their little circle interfere with their program (if they have one)

I agree with the bit on 'no politicians', but that doesn't automatically mean 'therefore NLA members only'.

BTW the Interim Constitution also bans politicians (at least those active the last three years) and even bans members of the CDC to be active in politics the two years after their work is completed. Politicians are not likely at all to voluntarily join or accept appointment. It's much more a case of having outside experts. Apart from the NLA members to be too busy with their normal work as representing parliament and Senate.

The CDC seems to be a complete waste of time and only serves as another tool to delay to return democracy to Thailand.

The NCPO was more than capable of drawing up the Interim Charter and I wouldn't expect the Final Constitution to contradict the Interim Charter. The only difference between the Interim Charter and the Final Constitution would be the degree of detail. So take the 2007 Constitution, insert the articles of the Interim Charter, and wherever the 2007 Constitution says "shall" or "will", replace with "shall not" and "will not." A simple electronic cut and paste exercise that can be done in one day by the NCPO.
