so 100,000 tonnes now missing but in mid-July almost no rice missing.

Well, OK.

You know, the investigation into this rice program is such a joke. They'll finally get their story together and then convict Yingluck on it. A bit like Koh Tao except she's not Burmese.

90 is spoiled... OK. How long does rice last in storage? Tell us if there is a reason that the rice has gone bad or if it has just been stored too long.

Because the idea that farmers should store their own rice when prices drop and sell when prices go back up is not only economic lunacy from our dear 'PM', it would also force the spoiled rice problem back on the farmers.

General Prayut pointed out at the need of farmers to have their own barn or storage which, he said, to store their crops when the prices are down and to sell them when the prices are right. The rice storages can help stabilize rice prices, he added.

if you are a rice farmer, this kind of statement is the tourist equivalent of 'only the ugly tourists should wear bikinis'

It shows that he has no clue and no empathy either

Very important that. Store when the price is low, sell when it is high.

do you know any farmers - any kind of farmers? Not just rice, not just Thailand...

farmers, especially family farmers - which can still be large operations is the US, don't have that luxury. That is why there are price supports and other financial tools for protection against price swings.

The 'PM' is out to lunch on this one.

What are the storage facilities like? What is the normal capacity held in storage?

So what has caused the rice to fail in a stable environment; it must have occurred in the past? If so, to what extent?

The problem of the rice going off seems to throw up questions that don't get asked about its environment.

'General Prayut pointed out at the need of farmers to have their own barn or storage which, he said, to store their crops when the prices are down and to sell them when the prices are right. The rice storages can help stabilize rice prices, he added.'

But the General might be on a campaign to make farmers accountable for storage so the state doesn't let it self being open to complaints?

You would think that the storage of rice was a state concern, similar to other countries, and the capacity to store would have been at capacities around what is stored now. So why 90%? As it is martial law only the state can verify this figure. So bring on the fire sale and lower prices?

90% gone bad in just four months??

And before anyone get started on YL, this was under the present government!!coffee1.gif

Unbelievable the intelligence of some red posters. The rice gone bad under the YL government and of course got worse under this one. There was just no storage good enough available. Unlike you I realize you can't just change that fast. Its all a result of YL and she should be punished for it. She was responsible. She set up the program had to check it and made sure the storage was good. We see the result.

Wish they could again impound Thaksins money to pay for this loss.

The rice was going rotten and bad before so this will only get worse (more rotten) it's to late now no matter whom you are going to blame,,,,,You can't fix this rice it's <deleted>

100,000 / 18,000,000 x 100 = 0.55%

Basically, it's just a bit of spillage.

cheesy.gif

Not if it traced back to certain warehouses, what you are doing is hiding the true facts. These 100.000 were missing from warehouses. there were reports on that. That is not spillage that is theft. These discrepancies were reported in certain warehouses. Then you should divide by the total in those warehouses.. not the total of all rice. (guess you know that too but like the other poster love to distort facts)

Guess you missed the pics of scaffolding rice piles with nothing below it. That is not spillage that is fraud.. and YL told us nothing was missing they checked it all.

But hey.. red glasses see things differently.

Statistics and lies......

Therefore keeping the farmers dependent on government largesse and motivating politicians to keep the status quo to secure an electoral block.

What Prayuth is suggesting would actually empower the farmers and give them more freedom and security.

"..to ascertain how they had gone missing, where was the mistake and who would be held accountable."

I can save him some time:

1. Stolen

2. No mistake : it was all part of the policy. Thaksin himself said 'A little loss is acceptable' about corruption in the scheme.

3) Nobody. 'Insufficient evidence'.

Where's the smoking gun?

For 6 months now the coupsters have had complete and absolute control of every single apparatus of state and yet they still haven't been able to put together a single case against Yingluck.... for anything.

Not even a traffic ticket!

There is nothing, nil, zip, nada, zero that these heroes have yet been able to charge the graceful lady with.

It's just spillage my friend.

I have read the 42 first posts of this thread, and now I know for sure that the YL/redshirt supporters here are as unintelligent and ignorant as YL and the red shirts. They seem to have become even more unintelligent and ignorant though, which surprises me, as I thought the bottom had already been reached. No wonder half the country refer to the redshirts and their supporters as buffalos.

I couldn't agree more.

And as for the General's remarks on the degradation of the rice, how can we be sure that he is being 100% truthfull himself ?

Much as I support the guy - no one has been held accountable for anything since the coup …… and the news just keep getting worse. I would like to see heads on poles to restore and order and deter corruption. Wishful thinking I guess.

How long has it been since the coup ?

What do you expect them to do without proper evidence ?

They have been conducting a thorough investigation into just what is in storage for the last 3 months and are now in the process of doing a complete audit of the scheme.

As for action; 2 previous ministers of commerce have been formally charged with corruption (see below) and 15 of their staff have been cited as well as a former permanent secretary of commerce.

Then there is:

No, it can't just go bad in 4 months, really... Milk can goes bad after a number of days, within hours. It just depends how old the milk is.

The stockpiled rice is old stock and was bound to go rotten. Much of it was already past the 'best before date' 4 months ago. Surely you cannot honestly be surprised or realistically blame the current government? blink.png

Perhaps the previous government could make things right (from their own pockets) by reimbursing the government for the losses accrued from not bad but stupid decisions. Collectively, it would hardly put a dent in their bank balances.

"... the prime minister said that the National Anti-Corruption Commission would investigate the case to ascertain how they had gone missing, where was the mistake and who would be held accountable".

Assuming the translations are correct - "would investigate"! Why did the investigation not commence the moment the FRAUD was recognised for what it was? And just who does he think he's kidding, "mistake" This was a solid gold, cast in concrete premeditated crime. The only mistake here was that the BIB were not called in immediately.

your article doesn't actually make any point.

100,000 sacks of rice is not even close to 100,000 tonnes of rice which is but chump-change from 18 million tonnes of rice.

The article points out that some people are willing and able to steal rice. How shocking.

The reports from the 'NCPO' and their survey of rice in the warehouses found precious little missing rice - up to the last report I recall seeing in July.

There was supposed to be a final report at the end of July - never saw that come out. Maybe it was finally released, but it didn't seem to be big news.

And the bottom line is still that 0.55% of the total is 'missing' - that is actually surprisingly low IMO.

It's called shrinkage, and 0.55% is well within accepted amounts based on inernational standards:

http://en.wikipedia.org/wiki/Shrinkage_(accounting)

The total shrink percentage of the retail industry in the United States was 1.52% of sales in 2008 according to the University of Florida's, National Retail Security Survey.[1]In Europe, shrinkage was about 1.27% of sales, and the same figure for Asia Pacific was 1.20% according to the Global Retail Theft Barometer 2008.[2]
