Hi, I am a joint founder of a new company established in June. I want to apply for NON B, but do not want to do so till maybe February or so. Is that an issue (concerned that eyebrows will be raised as to why I have taken so long to apply when the company has been registered for nearly a year)?

Also, can you please advise on the criteria of getting a 12 month multi entry VISA as opposed to. 3 mont single? Is it true that a valid work permit is needed before I can get the 12 month VISA (but this is not possible as I can only apply for a work permit after the VISA is issued correct)?

No eyebrows will be raised.

You can and need to apply for the WP first. They will not issue a WP but give you a WP3 form and letter of approval which you need to submit to the consulate you apply to in order for them to issue a non-B visa. Once you have the non-B visa you return to the labour office and get the actual work permit.

You will only get a single entry non-B at first, till you have a work permit. Once you have a work permit and a validity of 8 months left on the WP you can apply for a multiple non-B visa in Penang with full company documents.

Outside of Asia you might be able to get a multiple non-B to start with, without the need to apply for the WP first.
