Visa on arrival - can I get it the second time when reentering Thailand?

I am from Romania, I'm 29 and planning a trip to Thailand this from the end of December to the beginning of January.

My flight arrives in Bangkok on the 23rd of December, I will stay in Thailand until the 4th of January when I'll fly to Siem Reap, Cambodgia and fly back to Bangkok on the 7th of January. On the 9th I have my flight back home.

My question is if I should apply for a tourist visa with double entry prior to getting to Thailand (at the embassy in Bucharest) or if I can get a visa on arrival when I get there on the 23rd of December (stay for the 13 days) and then get another visa on arrival when I reenter from Cambodgia on the 7th of January.

I live quite far from Bucharest and it would be some effort to get there to get the visa.

There are some countries on the VoA list that really make one wonder why.

And Russia should not be there on the list, but for reasons better known to them is listed as both VoA and visa exempt here:

That's par for the course for any Thai government website. Take the site of the Ministry of Foreign Affairs, for example:

Russia is not listed.

OP can get two Visa on Arrivals, but must use the Airport.

The land border Thai-Cambodia will not issue Visa on Arrival.

I've read that from August the Thai authorities have strengthened the possibility to get two consecutive visas on arrival in order to discourage "visa run" which seems to be highly practiced. I wonder if I will be affected by that.

What you read about visa on arrival refers to visa exempt entries.

You will have no problems since you really will be on visa on arrival.

That discussion was for visa exempt entries not visas on arrivals.

You will not have a problem getting another one after your trip to Cambodia.
