Citizen of what country?

sorry 4got to add .. uk citizen

A tourist visa is for 60 days. But can be extended with 30 more. Why not get a double entry tourist visa at home. Then you don't have to do more

He should get a tourist visa unless he will be able to show a ticket out of the country within 30 days of arrival or the airline can deny boarding his flight to here.

If he is planning on the trip to Laos other than for getting the visa he could use the ticket for that trip for the ticket requirement instead of getting a tourist visa before leaving.

A tourist visa gives a 60 day entry that can be extended for 30 days at immigration. There is no 90 day tourist visa.

As above posts

a double entry tourist visa ( £50.00 + £10 in person ) will do the job, get a 60 day stamp on entry, leave go to Laos, then on re-entry get another 60 day stamp, - job done

The other way would be a 30 day entry ( if boarding plane allowed) another 30 day on re-entry with a 30 day local extension £40.00

He could come without a visa and get a 30 day visa exempt entry. He could then go to Laos and either get a single entry tourist visa at and Embassy /Consulate there or come back in on a another visa exempt entry and extend that for 30 days at immigration. It would depend on how long he want to stay in Thailand when he came back from Laos.

The tourist visa would give him 60 days on entry which could be extended for 30 days at immigration.

Tourist visa cost 1000 baht/ entry and extensions 1900 baht each. The cheapest would be to get a TV in Laos with no extension.

One problem that he could have is that if he does not have a ticketing exiting Thailand within the initial 30 days of entry, the airline might not let him board the flight. You did not say how he is getting from Thailnd to Laos.
