The market on South Pattaya Road is quite good, but traffic is a mess and it's super busy. We like the one across from Soi 5, Jomtien, on 2nd road. Open most of the day. Quite good. Yes, a decent little market with good cooked food stalls inside during the day and a mobile food court outside in the evening. Very popular with the Russian contingent.
