It's not the government's job to dress from head to toe in black, wear balaclavas and intimidate the public either. And not their job to block commerce, tourists, and to terrify people leaving work or going to work. No signs, no placards, no permissions, just intimidation of the public. Goons. And all of them "fighting age males" with - apparently - no jobs to go to, therefore benefit-claiming, fighting age males. Shame they are too thick to know what irony means.
