CDC still to decide on the structure of national police bureau

BANGKOK, 28 December 2014 - The Constitutional Drafting Committee is yet to find a resolution regarding the structure of the national police bureau following the reform process.

CDC member Paiboon Nititawan reports that the drafters have met and resolved that the Office of the Attorney General and its related office will be moved to work under the Ministry of Justice while continuing to be independent.

He added that the details of all of these offices should be stipulated in the new Constitution, to ensure that they are not involved with the administrative branch.

Regarding the reform of police affairs, Mr. Paiboon said that such a process must wait for the related committee to complete its tasks and propose a draft law for deliberation.

He added that police reform is not specifically included in the new charter.

The Thais should have forums on ethics, responsibility and accountability. Let's see what the Thais say about these things before they worry about more "structuring."

That just means the NCPO didn't include it in their agenda for the CDC. But there's no reason for reform to be considered. In fact NRC I believe has addressed some potential reforms. The most significant was the decentralization of police to local or provential government authorities but with a national organization to oversee uniform policy standards and professional standards.

There is also the need for complete separation of police from military control at all levels of the police organization. Military coups use the national police as its civilian proxy to control the public in a martial law event. An authoritarian decentralization would make such a union much more difficult to manage for the military.
