Change m/c ownership in Pattaya, information needed, please.

The situation is this.

My friend bought a m/c. But her name is not in the book. She wants her name in the book now. She is not a Thai, but here on a work permit.

This would be done in Pattaya.

The problem is as follows.....

The current 'owner' has the book for the m/c and proof of purchase in the form of a letter in English. Yet her name is not in the book for reasons too long to explain here.

She also has an up to date copy of the passport and visa of the person she bought it from.

What she does not have is a residency certificate that the local shop says she needs to complete the transfer of her name into the book.

She does have a residency agreement with the original owners name on it.

She does not have the paperwork for transfer with his signature on it, though she can get that via fax from him in the UK.

Does she actually need a residency certificate from immigration to facilitate this transfer to her own name?

The previous owner is now not contactable, having recently returned to the UK.

Any other options available to change the name?
