All passenger manifests are provided to Thailand, as it happens in all countries. Just to get to Phnom Penh you can fly via Hong Kong, Seoul, Singapore, Vietnam and Doha (although make sure it is a Qatar flight that goes via Ho Chi Minh and not Bangkok) Why risk it. If one is blacklisted it means Thailand doesn t want you in its territory, someone who is caught it is because they are looking for you for some reasons. There are other options I believe Qatar Airways stopped flying Bangkok-Ho Chi Minh and now fly Doha-Ho Chi Minh-Phnom Penh so that isn't a problem anyway. There are many people that would call transiting not having to leave the airport. They even call going from a domestic flight to another one transiting.
