Any idea what ที่ว่า and ที่ mean in the following examples?

1. "...แต่แพงหน่อย" พนักงานตอบ "ที่ว่าแพงน่ะ เท่าไรครับ" Tomถาม

2. ทำไมหมอห้ามทานน้ำตั้งแต่เช้าล่ะครับ ที่ห้ามก็เพราะว่าเขาจะต้องผ่าตัดตอนบ่ายครับ

ที่ works as a 'cath all' relative pronoun. "ที่ว่า" just refers back to a previous statement, so "ที่ว่าแพงน่ะ" means "That, which you said was expensive, how expensive was it?"

If you just need to translate it, perhaps "So you said it was expensive? How much was it, exactly?"

In your second example, ที่ can be seen as an ellipsis for "the reason for", (สาเหตุ)ที่ห้าม.

So the sentences can be translated something along the lines:

"Why did the doctor forbid me to drink any water from since this morning?/from the morning of that day"

"The reason he forbade you to drink water was because he has to perform surgery on you in the afternoon."
