Hazard lights on or not, 'parking' in the right hand lane surely is not permitted.....putting up advertising boards is not excuse enough. How many lives must be lost because of such idiocy. I'm a motorcyclist, and one that drives big bikes, sometime at speed. That being said, there is little excuse for rear ending a parked vehicle. Brief distraction causing you to look down or away. dog, stone hitting you in the visor, going round a slow vehicle and coming across a big truck parked on the right hand side of the carriageway (fast lane if you like) with no lights on?
