The Thai embassy in Manila(and consulate in Cebu city) have been rather difficult for tourist visa applications;Lots of paperwork , no 2-entries, no going through agencies. Has anything changed there?. What is the latest ? Any 'farang ' applied there recently?

The embassy in Manila will do a 2 entry tourist visa but you need to show tickets out of the country for each entry. They have a gotten a little friendlier.

Cebu from reports I have seen will not do a tourist visa.

Any new info regarding Cebu and tourist visas? Or is it only Manila who issues them? Will they accept a return ticket after 90 (60+30) or must it be after 60 days. Is it also necessary for a single tourist visa?

I did a new non-imm B visa in Manila a couple of years ago, and I must say the Filipino staff there were the unfriendliest and least helpful staff that I have experienced at any Thai consulate. Good to hear Ubonjoe's comment that they have gotten friendlier.
