I am confused about this requirement

If you have the 800,000 Baht in the bank for the required 3 months do you also need a letter from the embassy about your pension?

Also if you need a letter what actually do you have to ask for and what docs do you have to supply them with?

If you have Baht 800,000 or more in a Thai bank for three months before applying for an extension of stay based on retirement (it's not a visa), all you need is a letter from the bank manager and photocopies from your bank book. The letter from the bank manager should be no more than a day or two old (depends on the immigration office you use ... some want the letter to be issued within one day of applying) and the balance shown in the letter needs to be exactly the same as the balance shown in your passbook. No need for anything from your embassy.

OR

If you choose to use the income method you need a letter or affidavit from your embassy verifying you have monthly income of Baht 65,000 or more. What your embassy requires in the way of proof is up to the embassy. Each embassy has it's own rules and requirements.

OR

If you wanted, for a retirement extension you can combine the money in the bank method and the income method to come up with the Baht 800,000 total for the year. Then you would need both the letter from the bank manager and the affidavit from your embassy.
