If a foreigner marries a Thai in Thailand and registers the marriage at the local (amphur) government office in Thailand and a marriage certificate is issued - do the general public have access to these marriage records?

Would someone be able to request/search to see a foreigners marriage certificate?

Short answer, yes, but might depend on the local office where you go to check. I've done this a couple of times in response to requests from the U.S.

But whether or not you will be given access to them is another question.
