So unable to Register while Overseas Maybe you can send your sim card to someone in Thailand and have them register it in their name. I was sometimes able to get SIM card by myself, even without passport, but most of the times I had to produce one. On some occasions they did not even sell me a SIM at all, but I guess that was more a communication fear than a regulation. On my last job in India we had a local guy organizing all the SIM cards for our Site, after No 27, he got a friendly invitation to visit the local police station !!!
