BANGKOK: -- National police chief Pol Gen Somyot Pumpanmuang Friday sent back a request for him to strip former prime minister Thaksin Shinawtra of his police lieutenant colonel rank to the police committee in charge of considering the issue.

Somyot reasoned that the panel had failed to thoroughly deliberate how Thaksin's behaviour deserved the action. Earlier, Somyot sent back the issue on ground that a panel member failed to sign his name endorsing the decision.

BANGKOK: -- The Royal Thai Police commissioner has again rejected a police committee's recommendation to strip Thaksin Shinawatra's of his police rank reasoning that it lacks details of his misbehaviours that could justify the action.

The committee headed by Pol Gen Chaiya Siri-ampolkul forwarded its recommendation to the commissioner Pol Gen Somyot Phumphanmuang with signatures of all five committee members yesterday to reconsider after it was rejected with reason that it was not signed by all committee members.

However the recommendation complete with all signatures required was again rejected with reasons that it lacks details.

Pol Gen Somyot made clear that he was not trying to block or delay the action but it was a matter to justify the revocation of the police rank of the former prime minister.

He said the recommendation has no details of his misbehaviour to justify the action.

He said recommendation to strip a police officer of police rank is justified only the offence committed meets two criterion as specified in the the Police Regulations of 2004.

The first criteria details seven serious offences and the second explains whether such offence or misbehaviour will damage the reputation of the organisation, or is considered a dishonour to remain in the police rank, he said.

He said he required the committee to come up with these details in the next recommendation by June 11.

He said he would invite Pol Gen Chaiya to discuss the issue and to speed up recommendation.

Pol Gen Somyot said he rejected the second recommendation not because he fell under pressure by any sides or fear for revenge or any cause saying he knew well of what he did and feared nothing.

He said he wanted to do everything clear and legally, saying he still has four months to retire with no problem.

Covering his back, well that's a valid comment.

Perhaps it's more that we wants to be very sure the details of why the rank was withdrawal can never be questioned.

Agree this guy is not stupid.

What is disturbing is that a committee of police generals can't see the woods for the trees / can't get the process right.

Or are they deliberately creating doubt and further chaos on this subject hoping it will get 'shelved' again or hoping at a later time the decision to withdraw will be cancelled because the process wasn't followed perfectly?

Either way, disturbing to say the least.

Different point; I'm guessing the press release (origina in Thai language) has been poorly translated. Several times the English version says 'misbehaviors'. My guess is that in Thai language it's probably 'actions'.

So doesn't being a convicted fugitive on the run fall into any of these categories ie. dishonoring the police force??? Or do they consider a fugitive on the run as standard operating procedure for a person to hold police ranking?

Regardless of your political views, Thaksin has been convicted of a crime, jumped bail and became a fugitive and has 15 serious court cases outstanding. The DSI now are after charging him with LM, which is considered gravely serious here. He also appeared on video links encouraging supporters to break laws.

One obvious answer, Fire the police chief for his neglect and inaction, failure to strip Thaksin of his rank is a crime in it'self.

On the surface he is saying the request was inadequate.

That is to say, the committee's request essentially lacks foundation and authorization. This seems to be unique in Thai bureacracy, never order someone and take accountability but imply or pressure someone to action that can be denied. Maybe he's still a Lt.Col. for good reason and not assigned to some inactive post.

The Thaksin audio tape proved this : they were trying to buy off Prayuth and his boss with offers of lucrative positions to ensure a comfortable retirement if they went along with the plan to railroad an amnesty bill using the NSC and another family crony (Paradorn) who was put there by Yingluck for that very purpose.

Sorry, didn't you manage to read as far as the part about the audio tape ?. It's proved that Thaksin offers official's perks after retirement if they help him.

That is called fact. Unless your next step in your own deluded mind is to claim the audio tape is fake ?.
