Just wondering as it's never out my head the last few days. has anyone ever been refused a Multi entryNon O Marraige Visa in Penang because they didn't have the 400,00 Baht in the Bank.

I have no idea if it were due to 400k or something else by there have been many reports that Penang will not issue a multi entry unless they have issued a single entry to you previously. Recently KL and Singapore have been the recommended nearby Consulates for a first time multi entry visa.
