I used to stay all over Bangkok on business in 4 star hotels (well the River, Sukhumvit, Silom, Ploenchit etc). May be wrong but I can't remember a single one that had an open balcony. Retired 7 years ago so things may have changed - just thought I'd give you some kind of heads-up. Plenty with bars on top with great views - must be listed on some website.
