For a foreigner to addopt a child in Thailand you must either be married to one of the natural parents of the child or, in the case of a foreign couple wanting to adopt a Thai child, they must have clearence in their own country to adopt a child before they apply to adopt a Thai child.

Very good friends of mine applied to adopt a child in Thailand, they had been living and working in Pattaya for many years but where refused permission to adopt because they were unable to pass the adoption tests in NY.

It is also my understaning that the Thai government has greatly restricted foreign adoption of Thai children, regardless of whether the prospective adoptive parents have permission to adopt from their own country.

I believe privately aranged adoption is illegal in Thailand.
