BANGKOK — The ban on “campaigning” for or against the new constitution will include uses of social media, a government official said today.

Deputy Prime Minister Visanu Krue-ngam, elaborating on earlier comments authorities would forbid campaigning in the run-up to a public vote, said today the ban will also cover using social media to “mobilize supporters” in support or opposition to the new constitution.

“Mobilizing people – whether to tell them to accept or reject it – cannot be done. It’s forbidden, because it will amount to violating the orders of the National Council for Peace and Order,” Visanu said, referring to the junta’s formal name. “If you send Line or SMS messages in ways that incite, mobilize, use rude words, use violent terms, or use aggressive terms; you cannot do that. It’s against the law.”

Yesterday Visanu told reporters that the proposed charter’s boosters and critics would only be allowed to express their opinions through mainstream media, such as television programs, and forums sanctioned and organized by authorities.

While Visanu did not clearly articulate who the ban would apply to, his comments came following statements by civilian politicians critical of junta-drafted charter.

Such rallies or other forms of campaigning would be considered political activity, Visanu said yesterday, which has been banned since the junta seized power in May 2014.

He said people who use social media to try and influence opinion on the draft constitution before it goes to a vote, possibly in January, would be prosecuted.

“This includes sending video clips that break the laws. If we catch you doing it, we will arrest you. The principle is that: you cannot mobilize or incite that cause divisions. If you express your opinion in a normal way, it’s fine, for example, by expressing opinions on TV shows.”

Given that there should be no reason at all to discuss the pros and cons of the new constitution then I guess the only to ban people talking about is would be so the people who don't understand it will never be able to and the ones who really do understand it can not talk about it online lest it make someone else have an opinion.

In other news today, a Suan Dusit poll reported that 92.37% of village elders had no opinion for or against the Charter, while 93.11 % were waiting for further instruction.

So only "approved" sources will be able to argue the pros/cons of the new "supposedly" democratic constitution..... that hurts my head.... there may be no discussion about it by "unapproved" sources. Next only "approved" voters will be able to vote for it because "unapproved" voters will not understand enough to vote on it....

Seriously, I am wondering if any of the members will make an attempt to justify or rationalize these restrictions imposed by the Junta. Such an attempt would have to be epic in scope.

It is a well known fact that an open and unfettered Internet is incompatible with authoritarian regimes.

The above article is nothing new or unforeseen. One should have known from the get-go when they were discussing a referendum, they really didn't mean a referendum.

Sets up interesting times for us Political junkies. Watching a process of public input be controlled to elicit a preferred outcome.....There will probably be an inundation of NIDA Polls, and other such fabricated things.

I agree, peasants should never be allowed to express opinions.

Opinions are the work of the devil, who allowed them to undermine all those in power. We cannot have such things going on anywhere.

The Information and Communication Technology (ICT) Ministry in Thailand has confirmed it is monitoring LINE message conversations.

According to The Nation, ICT minister Pornchai Rujiprapa said: “We can monitor all the nearly 40 million LINE messages sent by people in Thailand each day.”

The Information and Communication Technology (ICT) Ministry in Thailand has confirmed it is monitoring LINE message conversations.

According to The Nation, ICT minister Pornchai Rujiprapa said: “We can monitor all the nearly 40 million LINE messages sent by people in Thailand each day.”

I guess its no wonder that Thailand have 0 per cent unemployment (at least thats what they claim) when thousands of people are employed by watching peoples messages ...blink.png

Those old army people seem to not understand that the people they target with this threat are the ones who understand how to go under the radar by using full encryption services, encrypted mail.

Of course they may have asked the NSA some help

They become plain stupid...before they could hide whatever they want and play their little game while most of the population was kept unaware of everything

Unfortunately now with the internet this kind of hide and seek is not possible anymore and even the people they despise like the isaan people or "red" as they label them are pretty aware of the use of the internet and is also why they are not so docile anymore....

DID you register your sim card? if yes then not to difficult to track you down with all your info now recorded via your mobile...

So now the gov want to stop the population from commenting on the constitution by criminalizing it. only people on the TV can comment their thoughts.

Why are they so frightened?

They claimed to be able to monitor line before. The servers sit in Japan I think it was reported. They can't eavesdrop it.

I guess its software.

Also, 40 million messages is low, I probably send 100 messages a day in a Line conversation.

Next they will probably make it illegal to reveal their snooping capabilities or lack thereof. It's a slippery slope...

From my experience it is the opposite.....people are starting to communicate more and are seeing through the Thaksin/red/ptp propoganda.

If my good lady wife is anything to go by i would hazard the estimate is out by at least one order of magnitude..i.e 400 million messages or more likely 4 billion line messages per day.

They are frightened because self serving corrupt politicians spend loads of money on people who can spread propaganda fairly well... Thailand has been on the the brink of civil war just because of this. It is understandable that they are trying to avoid this.
