PM orders aid for 21 rain-hit provinces
THE SUNDAY NATION

BANGKOK: -- Prime Minister General Prayut Chan-o-cha has instructed the Disaster Prevention and Mitigation Department to prepare assistance for residents in 21 northern and northeastern provinces where heavy rains and landslides were expected between today and September 3.

The provinces included Chiang Mai, Mae Hong Son, Nakhon Phanom, Loei and Udon Thani.

Government Spokesman Sansern Kaewkamnerd said yesterday Prayut had emphasised that those in disaster-prone areas must be warned in advance and strictly follow government instructions so as to reduce risk of losses. The Department's offices in the 21 provinces were to proceed with flood-prevention measures, he said.

Hey! Here's an idea!!!! Do you think maybe next year will have a drought, followed by floods? And the year after that? Ad infinitum....What about, creating infrastructure to handle heavy rains and mitigate floods. The almost magical bi-product of this would be water storage that, magically, combats the expected drought the following year.

You see, you shouldn't look at the drought first, even though that occurs first in a calendar year. Looking at the drought, and you say, "Oh dear, there's nothing we can do".....and leave the problem because it will rain soon.

Think about next year, first, and see that storing this year's flood waters solves the flooding problems AND solves next year's drought.

Some of the places on earth which gets the heaviest floods are... deserts, it may sound strange and contradictory, but scientist have seen a pattern. Could it be that some areas in Thailand are getting drier? I know that the area around Pai in the north has a water problem... AND has had serious floods creating heavy damage.

Great idea in planning for future problems. But when have you known Thais to do any of that? Or to take advice from a foreigner about how to fix problems like this?

at the most basic, fundamental level, civil engineering in Thailand is non-existent. Decent engineering would handle almost all of the current flooding issues.

as for lack of water, that needs to be addressed for the 3 sectors which need it, residential, agricultural, and industrial, ... and there are different, but good, solutions for each.

I would imagine that most of us can relate to the complete lack of systems, efficiency, or planning for residential water usage.

Why does Prayut have to tell every government department when and how to do their job, don't the have a mission statement and a budget already or does he just like reading about himself!.

It's an economic survival issue.

Initiative is stifled because nobody wants to make a decision and risk having it go wrong, resulting in a massive loss of face when they get flame sprayed by the big boss who has more medals and ribbons than Admiral Yamamoto. That puts their job and meager pension at risk, and when you pay millions of Baht for the job in the first place, you do whatever it takes to keep it; which often includes doing nothing at all. Just in case.

Thus, accountability is delegated upward, through many levels and each requires an official stamp. The process takes a long time because scanned copies over email are suspect, especially from those feckers "Up North", so originals must hand carried by elephant riding mahouts, over-land, down to Krung Thep Mahanakhon Amon Rattanakosin Mahinthara Ayuthaya Mahadilok Phop Noppharat Ratchathani Burirom Udomratchaniwet Mahasathan Amon Piman Awatan Sathit Sakkathattiya Witsanukam Prasit. Or just plain Bangkok for short.

This current order from the PM was actually initiated by a regional tesseban during the LAST rainy season.

I like the ones wearing parachute qualified jump wings.

Just having a bit of fun though. I've had some good interactions with civil servants, some not so good, but I can say the same thing about my own countrymen at times.

The perpetual water issue bothers me a lot, but is somewhat reminiscent to my alma matter - California.

In their 4th year of drought, elected politicians were, until recently, still mucking about with their high speed train ideas, instead of improving the water holding systems circa 1960. Some rationale was that it doesn't make sense to spend money on reservoirs when it's not even raining.........

Even the ostriches are wondering what's wrong with these university educated minds of the future.

Dont know about the other areas named but neither Udon Thani or Nakhon Phanom suffered from drought this past year. In fact I think NKP had more than average rainfall.
