It seems to have been out-of-date, by over a month now.

I'm pretty sure I'm not being MITM'ed, so I strongly suspect they've got some very serious IT security procedural issues to address.

No, you are not the only one seeing the warning. The reason that the certificate is out of date and is not being renewed is that you are no longer supposed to use that link when you log on to online banking. Use this new link instead, and you will no longer get a warning.
