My AU passport is filling up fast while my EU passport remains empty. Can I apply for a visa from an Australian Thai consulate for my EU passport even if my home address is Australia?

I don't know the definitive answer, but I can't think of any reason why not.

In Germany for foreign passport holders they require a certificate of residence in Germany.

Perth consulate: no reference.

Embassy Canberra: no reference.

Looks like they will not care for extra documents (residence c. or the like).
