I used to be able to use AEON cash machines without being charged by the bank in Thailand, but I hear this has stopped.

Is there a bank that offers a fee free withdrawal service, using international Debit cards, for their ATMs?

The short answer is no.

Sorry...no free ATMs in Thailand any more...AEON was the last...it started charging Bt150 in early 2014. And Thai bank ATMs have raised their Bt150 fee to Bt180.

Over the counter withdrawals are free

It seems ATM fees are going up everywhere, not just Thailand....if you're using an ATM not affiliated with your bank.

What?? "Everywhere," in this context, meant "other places besides Thailand." The link was an EXAMPLE and it just happened to be the USA. Do you need to have everything explained to you?

Which does absolutely no good if the funds a person is trying to access are located/residing in some account outside of Thailand.

Presumably, that's the reason the OP was asking about withdrawing with an international debit card.
