Here in Pattaya Makro you can find whole wheat flour amongst the Indian ingredients.

Pattaya Makro (the one on Sukhumvit Road) definitely has whole wheat flour (minimum 5kg bags). I am an occasional visitor to the Rayong Makro and can't recall seeing whole wheat flour there - not saying they don't have it.

^Makro Rayong and Makrong Pattaya look like totally different retailers, tbh. Thai and Western clientele-orientated respectively.

The Pattaya outlet would be the OP's best bet, imo.
