I would have thought it was simple, issue a policy & enforce it. I guess he has not received the edict from the PM to root out the mafia because this management board will surely be influenced by the local vested interests. Hence the reason they were cleared in the first place. Now in these 10% zones umbrellas can be rented out. Maybe other things available as well. It seems to me that the 10% zone is illegal already. And the jet skis and para-sailers still get to use 100% of the beach to make money. Insanity rules on Phukets beaches! Also the 10% zone is the only place that anyone who wants to bring their own chairs and umbrellas can use.
