Now, pray tell, why would the second passport start 2014, when the existing expires 2021?

Just to be crystal clear. A US passport and retirement extension both expire July 01 2016. If I apply for a new passport now, I can have the retirement extension transferred to the new passport and that retirement extension will be valid (and keeping up with 90 day reports) in the new passport until July 01 2016?

Also, I'm assuming I can travel with that new passport and transfer along with a re-entry permit in May 2016 if all the above is done?

Immigration will transfer your extension and if you have a valid re-entry permit to the new passport.

Once you have done the stamps transferred and have a re-entry permit in it you will be able to travel using your new passport. You can retire your old passport.

Passports just don't expire, they can be full up.
