When it comes to being a tax haven, it comes in number 3, after Switzerland and Hong Kong, and ahead of the likes of the Cayman Islands and Luxembourg. From the article: "Though the US has been a pioneer in defending itself from foreign secrecy jurisdictions it provides little information in return to other countries, making it a formidable, harmful and irresponsible secrecy jurisdiction," I'm sure with a little more effort they could become number one. German revenue offices can request information from Swiss banks directly (!) without any judicial detour. And they get it! Switzerland has been pressed by US and EU to open its files.
