NLA debates drafts to regulate beggars

BANGKOK: -- The National Legislative Assembly yesterday debated on its own version of a draft law to regulate beggars.

NLA member Monthian Boontan, who proposed the new law, said the existing 75-year-old regulation on beggars was not adequate to cover changing circumstances and had become outdated.

The new draft law, he said, would better define beggars by their behaviour. For instance, it would differentiate beggars from musicians, who may need permission to perform on the street. Bona fide beggars could then get assistance from the state, while those found to be abusing the status would face criminal charges and penalties, Monthian said.

Prime Minister's Office Minister Suwaphan Tanyuvardhana said the government was focusing on the issue as part of its drive to combat social inequality. He said the government version of the draft law had been scrutinised by the Council of the State.

Suwaphan said he would review the NLA's version of the draft before deciding how to proceed on the matter.
