What is the % for transfer fee if buying a code.

And what is the agents commission, is it still 3%

The property transfer fee has temporarily (until the end of April 2016?) been reduced to .01% (.0001) of Land Office valuation.

The agent's commission is whatever the seller agreed to when listing with the agent. Not sure where you are, but in the Pattaya area most agencies now want a 5% commission. Not so many years ago 3% was the norm. You still can (try to) negotiate a lower commission fee when giving an agent a listing. If so, definitely be sure to get a written contract.
