BANGKOK -- Deputy Prime Minister Wisanu Kruea-ngam has rejected a call by former Democrat MP Wilas Chantharapitak for Prime Minister Prayut Chan-ocha to invoke Section 44 of the interim constitution to scrap all special training courses organized by independent organizations for government officials and members of the private sector.

He said that a cabinet’s resolution should be enough to stop the independent organizations from seeking government budget to fund foreign field trips for participants of the training courses.

However, he suggested that independent organizations which organized the courses should be given the chance to speak up first about how theythink about the courses.

The deputy prime minister went on saying that these independent organizations normally have their own budgets to fund overseas trips for participants of the training courses.

“It is their business if they organize an overseas trip with their own budget. And if the businessmen who join the training courses can fundtheir own trip, it is their business,” explained Dr Wisanu.

The former Democrat MP claimed that all the courses were intended to allow senior government officials and businessmen to get to know one another to build up connections.

I strongly stuspect that the Democrat MP is correct in that these 'training courses' are designed merely to allow MPs to FOB off.

Reading [in between] the lines:

"a [NCPO Prayut] cabinet’s resolution should be enough [intimidation] to stop the independent organizations from seeking government budget to fund foreign field trips for participants of the training courses."

In other words: Carry on scamming, skimming and skiving. We don't care, as you're on Our Side.
