BANGKOK, 19 December 2015 (NNT) – The Constitution Drafting Commission (CDC) said Lower House members representing each area must come through constituency elections.

The CDC on Friday held a discussion on local administration and its structure. After the discussion, the drafting team said it had agreed that apart from regular responsibilities local administrative offices hold, they would also be in charge of budget disbursement and the control of population density in their respective areas.

The CDC said it was a must that constituency representatives be elected, however, executives of local administrative offices could either come from an election or an appointment. It went on to say that people are entitled to seek impeachment proceedings against their representatives and local officers.

It seems to relate to controlling the size of the electorate in a constituency, a kind of population gerrymandering.

Just an extension of the gerrymandering that abhisit carried out with his constitutional amendment before the 2011 Election. That amendment (increasing the party list numbers was the other) changed the size of key constituencies and was meant to benefit the Democrat party - however, this still couldn't overcome the dem's inability to be elected under normal circumstances.

Of course, this was before constitutional amendments by certain political parties were ruled as seditious.
