I asked 8 different banks here in pattaya to open a saving

account : answer is NO unless you have a certificate

from immigration of proof of address

What doc the immigration need to give me this certificate ?

I have a receipt from hotel of 1 month paid rent and the hotel business card: would this be enough to get the certificate? what are the fees/ waiting times?

i got a proof of residence last week in Udon, needed house papers, charge 500 baht & also needed picture, (think its supposed to be free!) 5 minutes to get paperwork, not sure they will accept hotel as place of permanent residence?

They do. Just go to reception and tell them you need proof of address from Immigration.They'll most probably have a standard form. Take a couple of photos with you.

I did it at Jomtien not so long ago. 2 photos, about 500 baht and a polite attitude will get you what you need in about 30 mins. I took the address of the hotel in Thai and English.

All recent reports I saw said you now need a Certificate of Address from Jomtien Immigration

I myself got ask for one recently even if I already had another account in the same bank & branch...

What document you provided in Jomtien immigration:

a receipt from the hotel?

The document required from immigration is called "residence certificate which is proof you are a resident. So you will need a copy of a house book or if you rent a copy of the rental agreement, I would be surprised if a hotel receipt for any period of time would satisfy immigration, but you can try.

No need for proof of address in Pattaya /Jomtien.

and to get Thai drivers license you need the Residence Permit!!!!!

Maybe they are stricter now, but I opened my accounts in branches at Jomtien beach and inside Royal Garden plaza, my Thai DL was good enough , my address is printed on it.

I just showed them a bill actually, with the hotel's address on it.

Receipt of rent paid (no need for a form - just the amount and a signature must be visible) and a business card from the hotel/apartment will suffice for Jomtien immigration. Also 2 photos and 500 Baht required.
