Details still a little sketchy at the moment but a heavily tattooed body of a presumed foreigner just found in the waters between Ang Thong and Samui. RIP whoever you are.

How was such presumption reached or to put it another way who needs to be on standby during this weeks standdown?

The tattoos are not Thai, more Burmese and that is what the Thais have 'presumed'.
