Because this kind of vehicle is forbidden on publics roads in Thailand, even we can see some sometimes . I write what is the Law; not what thai/farang people do .. Another example is about people in the back of pickups; it's not forbidden, BUT the driver/owner MUST first ask the police to have the permission for transporting people there; of course, nobody goes to the police station to ask for that paper.
