Copy of blue book for Immigration

Does it have to be the first name in the blue book that has to sign the copy for the immigration, only I have a small problem my sons mother is the first name in the book but she has disappeared followed by my sons name he is the owner of the land and I have 100% custody over my son, will I be able to sign the copy on behalf of my son who is only 7 years old
