I suspect the ISPs are throttling the international speed (because the international gateway bandwidth is limited and they probably give companies higher speeds) for each individual subscriber unless you complain, then they will probably pop up the speed just for you. I think they do this because most users are happy and don't stream from outside Thailand. I am going to try to talk to True next week about this. Will post update....
