There used to be a Mini bus service operated by Koh Chang Travel on Soi Post Office, Pattaya...the travel agent appears closed down.

Does anyone know of another Travel shop / Mini bus agent offering runs to Koh Chang (Hat Lek) border please.

You might try Ana travel in Sihanoukville Cambodia. They organise these tickets all the time. They have a website

I can't recall what street is it on N. Pattaya & Sukhumvit Rd., there's mini van Co. that goes daily to Cambodia (mostly Cambodian workers in Pattaya). You might want to ask Taxi driver or Motocycle Taxi for the place.
