Average paints and stripper applications take normally 3 months so that the hazardous chemical substances/smell 'almost' disappears. My proposal : Sanding + polishing first to remove/equalise the peeling/scratches. Vacuum cleaning and afterwards mopping with water-only to remove dust. Apply new layer. I certainly wouldnt entertain any type of stripper as it often leaves a bigger mess to clean off than it already was. Exactly like paint preparation just get yourself some sheet of fine grade sandpaper 1,2,3 and give those flaky spots a good rubbing. After sweeping up...just give your floor another coat of eurethane. Dont opt for the cheapest floor varnish it doesnt spread it leaves strawks and the temptation to thin it down leaves your underlying varnish in that gooey mess i mentioned above. Doesn't begin to do it...still a mix of spots with thick urethane and spots without, I think applyingh a new layer over this will not look good.
