BANGKOK, 12 July 2016 (NNT) – The National Reform Steering Assembly has approved a report and its proposals on the reform of the coordinating system for both local and international social media operators.

At its sitting on Monday, the NRSA reviewed a report from the committee on the reform of mass media, which presented a study and proposals on how to reform coordination with operators of online social media, who are either in Thailand or abroad.

Chairman of the committee Pol. Maj. Gen. Pisit Pao-in said that the widespread use of online social media has presented problems when it comes to the authorities’ attempt to work with responsible developers and operators, particularly those who are based overseas and beyond the jurisdiction of Thai laws.

Among problems encountered was an inability to stop the distribution of inappropriate messages or photos, he said.

Therefore, the committee has proposed that the ICT Ministry should be the responsible agency in coordinating all efforts between both sides while employing a central information center to facilitate court orders and their disemmination to all intended recipients, for instance.

Most NRSA members have offered some suggestions to the committee and called for a bigger contribution from related agencies to help achieve such a goal before voting 152 to two, with nine abstentions, to approve the report.

Turning to social media when police and other government agencies are not doing their job, or worse, has become the public's safety valve to ensure some action is taken. If you take away this option, pressure will build up, until... big boombaddabang.

If I was the JIC (junta in charge) I would definitely go with the lesser evil, and even analyze these posts to determine reform priorities... However, this government only sees threats wherever they look. Pathetic, puerile and paranoid leaders of a country.

In other words develop the means to institutionalize Article 44 to force self censorship and the laws to shutdown access to foreign online social media. Why not just cut to the chase and be transparent - require all online access to pass through the Single Thailand government-owned Internet Gateway, require LINE to be the only online social media and forbid access to foreign online social media. But such actions might appear undemocratic and, thus, the complex legal manipulations to present a free and open democratic society.

Citizens of truly free countries have learned - freedom is not something any government endows you with.

It is something you earn the hard way, then guard with extreme prejudice, lest you lose it.
