Chief of Labor Union on Extortion Charge

The chief of a labor union was charged yesterday by the Phnom Penh Municipal Court for allegedly extorting money from a Chinese garment factory owner in the capital’s Dangkor district, said a municipal police officer. Lieutenant Colonel Cheav Vibol, deputy police chief of the municipal minor crimes unit, said the suspect was 35-year-old Mom Sokmean, chief of the Labor Union Workers for Development at Dongdu Textiles (Cambodia) in Kraing Pongror commune’s Spean Teuk Thla village.  
 

He added that Mr. Sokmean is now in prison after being arrested yesterday and charged with “extortion” under articles 363 and 364 of the Criminal Code. A penal police officer with the municipal minor crimes unit who asked not to be named said Mr. Sokmean was sued by Sao Dan, a Dongdu Textiles factory representative, last month.  
 

According to the factory’s complaint, Mr. Sokmean last month ordered the factory owner to pay him from $1,000 to $2,000 per month in exchange for preventing any workers from striking or demonstrating.   “He was arrested based on a warrant for his arrest from the municipal court’s prosecutor.
