My wife went to CW today to get a residency letter for a new driving licence. The IO wouldn't give her the letter because she did not have a "90 report card". This was because she leaves the country frequently, so never has to do a 90 report. She explained this to the officer, but all he said was that it wasn't his problem. She showed him her passport, and pointed out the retirement extension and dates of entry stamps from BKK, but all to no avail. He then gave her a leaflet which reads: "NOTICE Things are required in order to possess a driver's license and vehicle transfer documents. 1. You must have a 90 report card...."

Does anyone have any suggestions how she can get round this impasse?

If you go to your local Amphoe, with the owner of the property you live in, house book (Tabien Baan), owners ID card, they might issue the letter. I've always got mine from the Amphoe.
